How NDC is governed

Governance is part of the execution model

NDC operates through defined decision-making, reporting and accountability structures. Governance is not treated as an administrative layer. It is built into the way every project is assessed, approved and delivered.

The governance hierarchy

Four tiers, from executive leadership to project delivery

  1. 01

    Executive Leadership

Responsible for consortium strategy, institutional relationships, project oversight and cross-partner coordination.

  2. 02

    Project & Investment Committee

    Reviews material opportunities against:

    • strategic relevance
    • technical feasibility
    • commercial and operational logic
    • sustainability value
    • legal and regulatory readiness
    • governance requirements
    • execution risk
  3. 03

    Project Steering Committee

Established for each approved project to oversee:

    • key milestones
    • budget and programme control
    • engineering and approvals
    • partner performance
    • risk and issue escalation
    • material project decisions

Three functions report into the Project Steering Committee

  • Technical Review

Engineering integrity, infrastructure requirements and delivery quality.

  • Sustainability Review

Resource efficiency, resilience and lifecycle performance.

  • Project Management Office

Maintains the project control system through:

    • milestone tracking
    • risk registers
    • decision logs
    • document control
    • reporting
    • accountability across delivery partners

Transparency · Accountability · Control · Execution discipline

What governance does not promise

Structure, not the elimination of risk

NDC does not claim to eliminate development risk. It creates the structure required to identify, allocate and manage that risk.
