Abu Dhabi’s AED55 billion PPP pipeline puts structuring first

Twenty-four road, water and social infrastructure projects are coming to market across 2026 and 2027 as public-private partnerships.

The Abu Dhabi Investment Office (ADIO) and the Abu Dhabi Projects and Infrastructure Centre (ADPIC) launched a pipeline of 24 public-private partnership projects worth AED55 billion on 11 May 2026, to be brought to market across 2026 and 2027, the Abu Dhabi Media Office announced.

  • Transport: 11 road developments worth AED35 billion, covering more than 300 kilometres of new and upgraded roads, tunnels and intersections
  • Infrastructure: 5 projects worth AED11 billion, including dams, water storage, flood control, stormwater and urban landscaping
  • Social: 8 projects worth AED9 billion, including sports facilities, specialist healthcare, schools and university campuses

The National reported that ADIO has already delivered PPPs worth about Dh2.4 billion, with a further Dh25 billion in projects launched in 2025 now in advanced stages of structuring and procurement. Gulf News reported that ADPIC completed 100 capital projects in 2025.

A partnership is decided before it is built

In a PPP, the commercial and governance structure is set long before construction starts: who carries which risk, how performance is measured over the concession, and what happens when assumptions change. Those decisions shape the bid, the financing and the operating years that follow.

Ownership, decision rights, funding obligations, reporting and risk allocation must be transparent.

The pipeline also supports the Abu Dhabi Local Content programme, so bidding teams will need to show local value as well as technical and financial strength.

What bidders will need

Teams that do well in a pipeline like this tend to share a few traits: a clear lead with authority to decide, specialist partners brought in for defined scopes, governance that lenders and the client can read, and an operating model that holds up over decades, not just through handover.
